Fund-raising:

Programming discussed the importance of the upcoming fundraiser.
The fundraiser will run from April 25 – May 1.
Johanna has requested fundraising shows from locally syndicated programs.
Matt Alvey has agreed to answer phones at the studio during ‘Spare the Rock, Spoil the Child.’
Each liaison is encouraged to reach out to their collective members to promote the fund drive.
Charles Marchand, Johanna Halbeisen and Bob Gardner are good contacts for questions regarding the drive.
Currently the goal is to raise $6,000.
When taking pledges over the phone, programmers need to be aware to fill out ALL information on pledge sheets.

Log Check:

Jacqueline Maidana will begin periodically checking the studio log. She will note any absences or irregularities with programmers and report them to the respective liaison.
Any current VFR member interested in taking on this responsibility is encouraged to volunteer.

Station Managers:

Station Manager situation has improved, but only slightly. With the departure of Joel Saxe, more managers are needed.

“Your Take on Sports.” Programming needed more details about show’s plans then were provided on application. A programmer will follow up with potential programmer to discuss the idea and programming will re-visit the application in the coming weeks.

Other Issues:

News & Politics Collective in need of a new liaison as Joel Saxe has resigned. Anyone interested should contact programming. Need not be a news and politics programmer.

There will be a new door code installed, effective May 1. Programmers can contact liaisons for door code if unaware of it by this time.

The show Speaking of Faith has been approved to be re-inserted into the schedule. A requested Sunday slot will be difficult to accommodate. Don Persons will be working with ‘Speaking of Faith’ to find an agreed upon time and day to broadcast.

Programming has been inconsistent about answering e-mails submitted toprogramming@valleyfreeradio.org as well as inquiries sent through the website. A liaison will begin checking account regularly.

STL Issues
These issues were discussed and Tony Shannon agreed to look further into the issues.

Anybody in the VFR Community with knowledge of these things is encouraged to lend their support.

Alternative Programming and Syndication Issues:
Listeners complaining of too much syndicated music.

Syndicated programs, both local and national, are routinely not airing on time or at

all.

FSRN needs a live programmer to facilitate its airing.

To help remedy this, the committee will take the following actions:
Matt Alvey will try to organize and add more station managers to help insure shows are played when they are supposed to be. Anyone interested in becoming a station manager should contact Matt at kingmatthewray@yahoo.com .

After much discussion, it was voted on and agreed that Alternative Radio will begin re-playing Saturdays from 5-6 p.m.

VFR would like to begin re-playing locally produced programs where there is currently only automation. Much discussion about the subject transpired. It was agreed that more planning was needed to make the process of choosing shows and coordinating everything more realistic and democratic. Johanna and Joel will be meeting and discussing this for the next month, anyone with ideas should contact them at JH@newsonglibrary.com or jsaxe@comm.umass.edu .

Schedule changes/program issues:

Rock, Folk, Press with Steve Cutting will be moving from Tuesdays 2-4, to Thursdays from 11 a.m. to 1 p.m., effective immediately.

Alternative Radio will begin re-airing Saturdays from 5-6 p.m.

Is Beat Clinic off the air? Committee will follow up.

New program proposals:
The following shows were approved:

Beats, Breaks and Baseball Bats wants to resume programming. Was approved to do so and is fully trained. Music Collective will follow-up to try and schedule an open slot.

Edward’s Church is able to resume programming. Education and Social Issues will contact Mr. Moodie to coordinate.

X-Ray Specs with DJ Dapper Dan. New show, needs training before show can start, Music Collective will coordinate.

Youth Commission Radio. The Northampton Youth Commission would like to re-start their program with Valley Free Radio. Music Collective will contact them to start the process.

• Antidote Radio – Katherine is thinking of changing her time. Only other weeknight slot available would be Friday from 7-9pm, which we will offer her.
• The syndicated show Media Matters will be replayed at noon on Wednesdays
• Ed Russell’s show Active Ingredients will be repeating on Sundays from 8-9:30am
• The syndicated T.U.C. will be aired Mondays from 8:30-9pm

New Show Proposals

• Think Metal is going to air on Thursday’s from 3-5pm
• Doodlebug Junction (Tom Dietner) programmer has paid membership dues and been trained. Does he need to sit in on existing shows? Wants evening slot from 7-9pm. We are offering him Sunday from 7-9pm.
• Popular Influence (Allen Watts, Max Pearl) electronic and dance music, wants Thursday from 9-11am. Music liaison should check to see if they have been trained.
• Valley Tango was previously produced on VFR by Jacqueline Maidana who wants to return with the show. We can give her Wednesday from 10am-noon slot. Wants to be (re)trained, will be put in touch with Tony Udell. Otherwise approved.
• Folk to Funk, Rock to Rag (Beth Jezyk) Music liaison will be asked to talk to her about available times.
• Bob Gardner suggests we air the syndicated Woodsong Old Time Radio Hour on either Sunday from 1-2pm or Friday evening from 7-8pm if Antidote Radio does not move to that time.
• All Acoustic by Steve Cutting. Keely will talk to Steve about available times after Antidote Radio and Doodlebug have been assigned times. Steve’s preferences in order of choice are Sun 7-9pm, Friday from 9-11pm, and Saturday from 6-8pm.

Deadline for Pay to Play payments was November 1st. Vibrant Living, At Home with Sidra and Tommy Twilight need to pay before they go on the air again.

The Arts & Culture Collective is down to four shows. Jacqueline Maidana is going to take over as liaison. Keely will get the collective’s contact info to her.

Show Reviews: Bob Gardner requests that all new shows be reviewed after three months. Programmers are urged to update their volunteers and meeting attendance monthly. All forms are available on Programmer Documents Page. All programmers should be on the VFR announcements email list as well, available on same page.

New Volunteer Jobs Needed: Broadcast Schedule Bulletin Board at station needs updating, also programmer contact information (database?) needs updating.

Derek Goodwin will be leaving for the winter, will syndicate Vegan Radio while he is gone. Education and Social Issues Collective will have a meeting to elect a new liaison.

Correction to last meeting’s (10/9) minutes: Vital Health was not denied, there was confusion of show names, Vital Health and Vibrant Living are separate shows with separate DJs; rather, Vibrant Living (Glen Brooks) was conditionally denied due to lack of meeting attendance and volunteer hours.

Show Re-Applications

• Vibrant Living Glenn Brooks has contacted his collective liason Derek and scheduled a meeting for Monday 10/26, says he plans to do fundraising. Derek will report on results of meeting. No consensus in the Committee on this show, show is Approved on a 3-1 vote.
• Another Perspective will be notified by his collective liason (Don) that his reapplication was denied by the Board so his show is off the schedule as of 11/1.

This is the 2nd consecutive meeting in which we review programmer re-application proposals. We did not assign any show time slots, only approval or denial of show proposals. Although we did give yes or no verdicts to each application, there is still time left for programmers to fulfill station requirements in order for their show to be approved or denied for the next year. Shows below are categorized by the verdict and the requirements that need to be completed for the final approval of each show. Also note that these are just the Programming Committee recommendations to the board, who will make the final decisions.

REPROGRAMMING

• Ed Russell brought a proposal to re-broadcast Active Ingredients on Sunday mornings at 8am, a slot that is currently open. This sparked a discussion about the merits or playing shows more than once per week rather than the automation music. We tended to agree that it would be beneficial to the station. One idea was to have each collective responsible for a certain number of hours that would be available for rebroadcasting their shows. We decided to defer discussions and decisions to a future meeting, seeing as our hands are currently full with programming re-applications.

OTHER BUSINESS

• Don Persons is in dialogue with Amma Lovejoy about her show proposal
• Megha is leaving for 6 months, her program will not be airing
• Youth Commission is out of Mayor’s office, the students from last year have graduated. Decision to wait for Mayoral elections to find out if the new Mayor will want to continue the program.
• We discussed ‘product endorsement’ issues brought up by discussion of local chocolates on the ‘Voice of Reason’. Decided that in this instance it was not out of line with station guidelines, since it was about lifestyle issues related to the DJs chemical sensitivities.

1. Policy Enforcement:

• Trigger Radio, email sent.  No response yet.  No new shows.  No longer on schedule.
• Sam Bass was sent a letter/email about underwriting violations during one of his programs.  He was made aware
• of WXOJ’s policy that underwriting is not permitted and he cannot promote any businesses during his program, an FCC
• violation. Board is exploring options for all members in regarding to underwriting.

2. Programmer Re-Application Process:

• Deadline is October 5th, 2009
• Discussion on how to go about the process with new programmers. Prorated? Or does everyone have to reapply without exception up until October 1st?
• Vote was held, and was unaminous:  EVERYONE has to reapply who has a show before October 1st including new programmers.
• THERE ARE SCHOLARSHIPS AVAILABLE FOR THOSE TO HELP PAY MEMBERSHIP DUES!!! PLEASE TAKE AVANTAGE OF THIS SERVICE!!!!  IF NOT PAID BEFORE OCTOBER 1st CAN JEOPARDIZE REAPPLICATION PROCESS.
• Reapplications reports have been distributed to liaisons, reported back next meeting.

3. Program Proposals and Time Slots for Newbies and others

• Thomas Major: Completed requirements. Wed. morning:1 am to 3 am. Need to pay membership fees.
• Beth Jezyk: “I’m In The Mood For…” Once last sit in completed, Mondays from 9am to 10 am, or another time slot Beth can work with.

• WTCC 90.7 fm is looking for someone to replace James Fiore of Valley Independent Artists (V.I.A.) in the Rock Department. The time slot is the 2nd and 4th Saturday either 8 p.m. to 10 p.m. or 10 p.m. to midnight. If anyone is interested, contact Lila Wolan-Jedziniak. • Ed(mund) Russell is interested in expanding Active Ingredients from 7 – 8 p.m. to 6:30 p.m. on Mondays. Approved.
• Kibbles and Beats is gone and the time slot from 8 p.m. to 9 p.m. is vacant.
• Radio Cocaphony Broadcast Network from 8 p.m. to 9 p.m.Fridays is on for now.
• Radio Hodgepodge Mondays from 9 – 10 p.m. is gone.
• Words Of Peace Thursdays from 9 – 9:30 a.m. reairing all shows from the first broadcast to present. All shows were pre-recorded.
• Bushi spoke with Daniel Ross about his absence from his 10 a.m. to noon program. Will attempt to pre-record for automation. Follow up in August.
• Trigger Radio had no new shows brought to WXOJ since May. Show is on hiatus till fall. Follow-up in August.
• Edwards Church is no longer broadcasting from 1 to 2 p.m. on Sundays. Replace with syndicated program Speaking Of Faith.
• The State We Are In by Radio Netherlands is now officially on the schedule for Sundays from noon to 1 p.m.
• The Mo Show is automated until futher notice. (New programs.)
• Ed(mund) Russell is searching for additional programming for Sunday mornings.
• Parenting Possibilities automated until August.

New Proposals:

• Raphael Martines (R.J.) 2 hour eccletic Christian music program called Christ For Life. Approved. Must fulfill training requirements and pay $25 membership fee. Tentative time: 6 – 8 p.m.
• Beth Jezyk indie/folk eccletic mix program called I’m In The Mood For…. Approved.
• Amma Lovejoy: This Ability Dialogues, an education and social issues program with emphasis on people with disabilities. Approved.
• Pierre Girard: The Valley Info Warrior, a politics show. Tentative for Saturdays from 2 to 3 p.m. Approved.

Verbal warnings were issued to those who failed to find a replacement for their shows in a timely manner.

New Policy.. all current programmers must reapply. Dates for application submissions will be posted at a future date with additional instructions.

1) Task Review–we reviewed the tasks assigned at last meeting and no problems were reported by those in attendance.

• Lila Wolan-Jedziniak–posting meeting minutes to the Announce List  (It did happen this month but as a “Re:” to an unrelated email–Lila, please (send the minutes with a Clear subject line)

• Tony Udell–Open House every 1st Sunday 10am -1pm  (there is one this Sunday? Tony please confirm)

• Joel Sax–working to add more childrens programming (Joel how is that going?)

• Charles Marchand–updating online schedule (it hasn’t happened, maybe because of issue with the sending of the minutes?, Matt Alvey will be Charles’s back-up in the future)
• Derek Goodwin–will post notes to the website

• Strong Oak–will print out new proposals each month (and in the future will forward them to the appropriate liaison before the Prog Comm meeting)

2) The new re-application proposal from the GM–we had an informal discussion about the new proposal and what it might mean for the Prog Comm.  We are eagerly waiting to see what the GM votes on this proposal Weds June 17th.

3) New Proposals–there was one proposal for  a new show called “One Step Beyond”.  Matt will follow up with Bryan and try to get him to the Open House this Sunday so he can start his training.

4)Schedule changes–the only potential issue was with Shana who last meeting had requested a leave, Derek was going to contact her about running her old shows during her break?  but as of this meeting Don was not informed about the details of that discussion

5)FCC Violation and attendance issues–there were NO issues this month

Schedule changes, Program Proposals, Issues:

• Jeff Steiner’s time slot was moved to 6 p.m. – 8 p.m. Sundays, Strong Oak’s new time slot is now at 8 p.m. – 10 p.m. Sundays, and the syndicated program Maximum Rock and Roll was moved to Monday nights from 8 p.m. to 9 p.m.
• Thomas Major submitted a proposal a while back to produce a show called It’s Mostly Derivative, a show based on recordings from the past. If training is complete, the Tuesday 1 -3 a.m. time slot is available. To be contacted.
• Tony Udell’s program proposal accepted. New show, Underground Spiritual Game, will be on Saturdays from 8 – 10 p.m.
• After two more episodes, Parenting Possibilities will take a break from production. Reruns of previous shows will air while producer decides to continue or not.
• Ed Russell’s Active Ingredients will now air on the 1st and 3rd Mondays at 7 p.m. New Time!
• Creation Discotheque is changing its time to 4 -5 p.m. Thursdays.
• ANDY SEWALL is the point person for automation, with others aiding him in updating automation.
• Charles Marchant is going to help update the Scheduling Board in the lobby.
• 1st Tier Warnings were or going to be given out for FCC violations in regarding to language during broadcast.

New Proposals:
1)Jeff Steiner submitted his proposal for a show that would exclusively feature Local Music from MA and CT called “Mass Appeal.”  Jeff has completed all of his training, his sits and is prepared to join our Tech Committee to fulfill his volunteer hours.  His membership fee will be taken care of and he will begin Programming Sunday April 19th from 7-9pm

2)Brian Haas (formerly of Mothership Love) has returned to program at VFR.  Brian’s new show will be the “Fantastic Incerdible Show.”  He took a stack of flyers and will do publicity around the downtown Bars in Northampton and downtown Easthampton for the Fundraiser at the WWII Club.  He will work more closely with the Promotions Committee in the future.  His membership fee will be taken care of and he will begin program Next Thursday April 9th from 11pm – 1am.

3) Richard Moodie submitted a proposal to do a music show, some details need to be worked out, Keely will contact him.

4) David Beyer submitted a proposal to do a show called “Indymedia News Radio” some details need to be worked out, Keely will contact him.

5)Tabari Abdallah submitted proposal for a new show “Soul Alive with T.S. Abdallah”.  Tabari has completed his training and his sit ins. He has proposed to program during the late night Saturday into Sunday morning.  Keely will contact Tabari to get a definite start date.

6)Tony Shannon submitted a proposal for new 1 hour music show “Cacophony Broadcast Network”  It is an 80’s and New Wave show Fridays 8-9pm.  The show will be hosted by a computer voice personality that will most likely go by the name of “Cherry’s Jubillee”  And it will begin NEXT Friday April 10th. Tony is SOOO trained and he put in 30 hours of volunteer time last month.

Schedule changes
Ed Russel, Francis Cowe and Prog Comm agree Alternative Radio should air during Ed’s 6:30-7:30 time slot until Ed is able to make a triumphant return. So Alternative Radio will air twice a week for the time being—–Andy Please Be Advised

Donn Henry has requested moving his show to Saturday Nights.  Keely will be in contact to see which 2 hour slot he would like.

Demands of the Board
The Board has reminded the Prog Comm that we have NOT been operating according to the bylaws–We have 1 month to come into accordance.  EACH Collective MUST elect 2 liaisons from their collective (either through a meeting in which 33% of the total collective are present OR through an email vote in which at least 33% of the collective participates) BEFORE the next Prog Comm Meeting May 14th!!!   So Lets Get Organized Y’all.

Also there needs to be 2 Co-Chairs of teh Prog Comm that ARE NOT also Liaisons.  Keely wishes to remain Co-Chair and has asked that the General Mmebership vote on electing Lila Wolan-Jedziniak as the other Co-Chair at the Next General Membership meeting

Lastly it was decided that NO member of the Board should ALSO be a Liaison–they are each large enough roles to be filled and too may roles leads to the type of Burnout that we are all still feeling the heat from.

Samuel Bass- Inside The Urban Bottom Line- issues of urban life and culture, cultural dynamics, quality of life issues, education, arts and entertainment. One hour interview and talk. One hour music – R&B Soul. Assigned to Monday from 2:00 PM to 4:00 PM subject to training etc- see Sidra, above. Selected Arts & Culture collective.

Donn Henry- The Beat Clinic- Hip-Hop from birth to the present. Assigned to 11:00 PM- 3:00 AM Monday, subject to training etc, again, see Sidra above.

Soul Alive- Tabani Abdullah- eddie Kennedy will follow up through music collective.

Parenting Possibilities- Shana Hiranandani- Education and Social Issues- Keeley will discuss with Derek.

POLICY

Programming committee agree that collective individuals need to get more involved with programming duties, as for example, taking on work requirement enforcement and using easy logs software, as well as calling collective meetings and facilitating. In that way the collective will become more of a collective effort as opposed to leaving it all to the programming liaisons.

Profanity:
We got a message about profanities that was probably a joke.  Vincent is no more because of profanities.  Issue put to rest. Standards are better.  People are more aware.
Peter Sky is suspended for no shows.  Knowing that folks are listening has helped people to be responsible about their shows.
If people tell us if they can’t make it and make appropriate arrangements the consequences don’t follow. People are signing in and attendance has improved.

Suzan: Coming back.. Was one of the originals.  Outreach has been dismal.  Decided to get more involved again.  Has thoughts about how we can get more money and better known in the community.  Not much publicity
Of late.  Need more community involvement.  Programming and outreach need to be combined again.  Underwriting is a gray area right now.  She feels we need to go further.  We can be an outlet for community businesses.  Businesses could play the station in their stores or offices.  We need way to sustain session.  We need the programmer fee.  She recalled a friendlier atmosphere in past.  Underwriting contentious.  Ed agreed with Suzan’s ideas.  Keely raised the issue of lack of follow through in programming that could impact underwriting.  We need clear guidelines around legalities since we are a non profit.  What are other community stations doing?
Staying with our mission statement may be important to folks.  It’s a good idea to revisit these issues.  Having this discussion will generate more interest in the station.  Lively discussion ensued around involvement and follow through about decisions getting out to everyone.  We need to build trust with each other.  Maybe we could have day long retreat some time in February.  We need to bond.
Suzan wondered about an operations committee.  We don’t have an operations committee.
Collective meetings are disintegrating.  Operations committee could be a great asset.  Underwriting and outreach are the two main things Suzan brought to the table.  All programmers need to be involved in outreach.
We need to do outreach to bring in shows we don,t now have that would be an asset.

New show proposals:
Joan lutz:  for 8 shows about Laura Nyro,s music. Kick off oct 18th Joan was offered slot
Instead of doing that we need to refer to tony for training and the go from there.  Been a problem with a couple of new shows.  Her slot was given to Matt Alvey.  Situation has bee resolved.
;Joan needs 8 weeks.  Wants after 8.  We can offer her 8pm on Sunday. We would like to keep Community radio Hour alive but in the short run, Joan can take the time short term until someone else can take the Community Hour time slot.
New Show proposal:  Megha-weekly electronic music program.  Live mix show.  Wants 3-5 slot on Thursdays.  Do it!
Bush I is continuing the roots and culture show to 11 am- 5 wednesday and Thursdays 1 am to 5am.
Bush I brought up reviving the grievance mediation committee to resolve issues that come up.

Work Logs:  We talked about the status of programmer compliance. Frustrations were shared. The issue will be brought to the GM.  We would like to support the Board in having programmers out of compliance come to Board  meeting to explain what is going on for them.

No show warnings:  We reviewed those who have been warned and their progress in rectifying the situation.  Some official warnings issued.

Obscenity issues: There was one inadvertent instance discussed. It was pulled from the shelf and played without preview.

New Proposals:

Onawami Jean Moss, storyteller, submitted a proposal.  Note: Keely will e-mail Lisa about last week’s show. Keepersd of the Word.  Wants one hour show.  Aimed at audiences of all ages.  She was going to pre-record several shows. Start her off alternating with Lisa.  Lisa runs Sundays noon to one.  Eventually wants dinner time slot from 6:30-8:30 pm.
Another proposal was submitted by Lenore Bryck called “Words of Peace.”. We decided to review her disk ,d determine a slot where it will fit.  Have her come to Programming committee meeting.  We could run her show after the Laura Nyro show finishes.  Keely will contact her.
Nicholas Simmons is proposing an economic literacy Show “Sir Simmons Show” He would like Sunday at 8PM slot.  Been trained and has sat in at least we shows. Education and Social Issues Collective.  Ed will contact Nicholas. We will offer him two hours if he wants it.
James Madison proposal called JM Show.  Hour long show.  Has demo available.  Ed will listen to it
Harry Barret:  ”Intimate encounters of the Real Kind”
Call in interviewees from all walks of live and orientations. Uses music as springboard.  Education collective.  Keely will write back asking for demo and tell him that it would fit in with education and social issues.  Wants weekend slot. Needs training first.
