			<content:encoded><![CDATA[<p>2010 VFR Re-Application Form<br />
Dates for re-application are June 18, 2010 till September 7, 2010.<br />
The form will no longer be available after the cut off date.<br />
All programs on VFR, even those wanting Pay to Play or currently are Pay to Play,<br />
must fill out this form. The Pay to Play sections are now in the new re-application form.</p>
<p>What is Pay to Play?<br />
Pay to Play<br />
This option is for those folks who know they wont qualify for re-approval during the 2010 VFR Program Re-Application process.<br />
* A show that is currently on the air may elect to become a pay-to-play show.<br />
* Payment is required in advance quarterly.<br />
* The fee for the year beginning November 1, 2010 is $125 per quarter<br />
(Feb 1; May 1; Aug 1)<br />
* There will be no scholarships for pay to play.</p>
<p>Terms of Pay to Play: Payment under this program does not include voting<br />
rights and your program needs to participate in on-air fund drives. All<br />
participants (programmers/guests/engineers/etc.) will comply with all<br />
station policies and FCC guidelines.<br />
Pay to Play programs do not need to pay the Yearly Membership Fee.<br />
Pay to Play participation does not guarantee program air day or time.</p>

<p><span id="more-1985"></span></p>
<p><strong><span style="text-decoration: underline;">Tech Issues</span></strong>: there is no right channel sound emanating.  May just be a connection problem.  Continuing problems with automation downloading and file transfers.</p>
<p>Problem with playing PSAs from DJ computer.</p>
<p><strong><span style="text-decoration: underline;">Purchase requests</span></strong>: headphone purchases: no for present; Bob Gutowski will take</p>
<p>A look at current lot for repairs, and we will revisit</p>
<p>Recorder purchase: we will research a recorder that uses records on thumb drives [USB port].  New computer: we will try using one of the old STL computers, instead of purchasing.  Air filter: only works on high or off; we will try to fix to low setting only.</p>
<p><strong><span style="text-decoration: underline;">Scent free</span></strong>: reminder will go out on listserves.</p>
<p><strong><span style="text-decoration: underline;">Programmers should note</span></strong>: Shows should remember to end their shows early, whether or not followed by a live show.</p>
<p><strong><span style="text-decoration: underline;">Board Meeting Space</span></strong>: Katherine will check out Forbes Library, and Arjuna will check out the Unitarian Church for future board meetings.  [MEF room may not be sufficient as to IAQ* for a long time, due to new carpeting].  Friends Meeting House space on Center Street, Northampton, problematic in that front door has to be locked down at all times.</p>
<p><strong><span style="text-decoration: underline;">Fundraising:</span></strong> Shawn stepping down as Fundraising Coordinator, but willing to continue on fundraising committee.  We need to find a new coordinator.    Underwriting proposal:</p>
<p>Shows will be able to fulfill their volunteer hours by finding and negotiating underwriting for their shows. [approved] A volunteer is needed and wanted for replacing Shawn as fundraising committee coordinator.</p>
<p><strong><span style="text-decoration: underline;">Promotion:</span></strong> the first meeting of the promotionn committee will be on the third Wednesday of January, MEF, 7:00 PM.  We will attempt to have all subcommittees meeting in that space that night [either in different corners of the room, or at staggered times].</p>
<p><strong><span style="text-decoration: underline;">Show Reviews</span></strong>: few shows had fulfilled requirements, which include volunteer hours, payment of 2010 member fees, contact information, signup for announcement listserve, etc.  We switched to discussing new show compliance: only one has paid member frees,</p>
<p>[Doodlebug Junction], none had performed work, including attending meetings.  Before more drastic action, it is referred back to Programming Committee for action by liaisons.  We discussed requiring Board approval for new shows to start, without decision.  Again to be taken to Programming Committee first.</p>
<p>*Indoor Air Quality</p>

<p><span id="more-1882"></span>1] STL setup:  has been up and running since yesterday.  So far so good.  VFR and the board formally thank Bob Gutowski for his donation of new equipment and his work on  VFR’s behalf.  This new STL is not a change that requires approval or licensing, as it is essentially the same as before [in the industry our connect is not a true STL, but a data link].  New automation computer with new software has also been brought online [yea Andy!].  Training of station managers in new setup will be necessary.</p>

<p><span id="more-1882"></span>1] STL setup:  has been up and running since yesterday.  So far so good.  VFR and the board formally thank Bob Gutowski for his donation of new equipment and his work on  VFR’s behalf.  This new STL is not a change that requires approval or licensing, as it is essentially the same as before [in the industry our connect is not a true STL, but a data link].  New automation computer with new software has also been brought online [yea Andy!].  Training of station managers in new setup will be necessary.</p>
<p>2] Tech team setup: new committee approved.  Andy Sewell has agreed to be the tech team coordinator.  Outreach to involve new members will happen.  Tasks: checkups, documentation, looking at cooling of studios.</p>
<p>3] Meeting Space: the MEF space has become inaccessible due to a new carpet, which is “outgasing”   We will be meeting in alternative spaces for the interim.  The next meeting is at Friends Meeting House on Center Street in Northampton.  [January 2010 meeting]</p>
<p>4] Underwriting Expansion:  meeting during Work Sunday December 6<sup>th</sup> at 2:00 PM at station to formulate the procedures, prices structure, programmer role.  Andy will send out materials to board and interested parties.</p>
<p>5] Admin Duties: we will pursue underwriting for experienced trade help. Problem is that a small number of people doing such a large workload, and the potential for burnout.  Tasks being done by our overworked volunteers:</p>
<p>Bookkeeping, tracking pledges, filings with IRS, State of Massachusetts, the license transfer,</p>
<p>One solutions is using underwriting to barter for services.  We always need legal help….maybe we can find an attorney who would provide services in exchange for underwriting.  This will be pursued by Underwriting Committee.</p>
<p>6] Station Manager goal:  we discussed what our pool of resources would be in order to launch into part-time paid staff.  People were comfortable with  $25,000- 30,000 in the bank.</p>
<p>7] Quarterly compliance checkup [all shows]:  first review period&#8212;Oct  thru Dec, Shows will be reviewed at January meeting.</p>
<p>8] New Show Approvals:  the shows begun this quarter will be considered next meeting.</p>
<p>Known shows up for review:  Earlobe Heist, Popular Influence, Think Metal, Channeling the Muse, and Vital Health.</p>
<p>9] Visiting other LPFMs: there was broad interest in visiting a few other Low Power FM station.  Mentioned were the Bellows Falls, VT station (WOOL), and the Greenfield, MA station .</p>

<p>Meeting started at 7:04 pm with Introductions</p>
<p><span style="text-decoration: underline;"> Mayoral Debate Update</span></p>
<p>VFR in connection with NCTV is hosting a Northampton Mayoral Debate on Tuesday, October 13 at 7 pm in the Northampton High School Auditorium. The Panelists have been announced as Bill Scher, Natalia Munoz, and Neal McKenna-Donnelly. David Pakman will be the moderator. There is still opportunity for VFR folks to volunteer with this event either with flyering or at the event. <p><span style="text-decoration: underline;"> Volunteer Offering for VFR at Station</span></p>
<p>Eric Nash discussed an opportunity that has come to VFR for a worker to be provided via a state program for Senior Citizens. A person would be provided for about 20 hours a week to do clerical or other tasks as needed. The program pays the worker and no money is required of VFR. The person has volunteered with VFR in the past as a programmer and has good general knowledge of how things work. Members of the Board have signed the paperwork to get things moving but, if approved, the worker would not start until approved by the agency.</p>
<p><span style="text-decoration: underline;">VFR Board Size Amendment to the ByLaws</span></p>
<p>Andy Sewell announced that at the beginning of the next General Membership meeting (Wednesday, October 21 at MEF) there would be a vote to amend the bylaws to change the number of Board members to 5 (from 9). Only VFR members in good standing, in attendance at the GM meeting can vote.</p>
<p><span style="text-decoration: underline;">VFR Board Nominations</span></p>
<p>To date, 4 persons have stated they are interested in running for the Board of VFR; two current Board members will be staying on the Board (T. Shannon and K. Reason). Anyone (VFR member or not) can run for the Board by emailing: nominations@valleyfreeradio.org – nominees will be announced prior to the GM (Wednesday, October 21), however, persons can nominate themselves at the GM. Only VFR members in good standing, in attendance at the GM meeting can vote.</p>
<p><span style="text-decoration: underline;">Grants for VFR</span></p>
<p>Bush-I asked if VFR would support him to apply for the Northampton Arts Council&#8217;s annual grant due October 15, 2009. Andy Sewell mentioned that NAC&#8217;s rules do not allow for consecutive grant awards, and since VFR received the award last year for the Memorial Day event in Pulaski Park, we would not be able to apply this year; however other grant opportunities are encouraged.</p>
<p><span style="text-decoration: underline;">Fundraising Week (Sunday, October 25th – Saturday, October 31)</span></p>
<p>With the passing of the reapplication process, it has been agreed that the week before the new schedule, will be a week without normal programming, but with on-air fundraising. It was discussed that programmers could come in for their show and instead of doing their normal show, doing a fundraising show where a majority of the time is spent encouraging listeners to donate to the station. It was discussed that a printed schedule where VFR programmers could come to the station during hours other than their show to help fundraise (either helping the programmer already on the air at that time, or taking the station off automation to do live on-air fundraising). The automation computer will be programmed with fundraising announcements.</p>
<p>It was discussed that a group of people should get together to help plan this and provide programmers with materials and encouragement to help raise money during that week.</p>
<p>Bob Gardner volunteered to create a paper schedule people could sign up on to indicate times they can come in during the on air fund drive. Tony Udell volunteered to help organize as well.</p>
<p><span style="text-decoration: underline;"><strong>Program Renewals</strong></span></p>
<p><strong><em>*** PLEASE NOTE *** Since the Programming Committee has not met for its final review (scheduled for this Friday, 2 pm at Cafe Evolution in Florence), the below comments from the Board are subject to the Programming Committee&#8217;s evaluation. <p>Announcements:<br />
Candace Clement (via email) proposed to organize a monthly music show at the Elevens which would benefit VFR as a 50/50 split of the door proceeds with the performing bands. She would be the point person for the events.</p>
<p>The Elevens management are interested in the idea, but want to try it out a few times to see how it goes. The first show will be Saturday, September 5. Due to its short notice, it will be billed as an &#8216;unofficial&#8217; benefit, but will still benefit the station with its proceeds. As soon as the details of subsequent shows are defined, Candace will set up a contract between the Elevens and the Board of VFR.</p>
<p>Mayoral Debate Update:<br />
The date is set for Tuesday, October 13, 2009 at 7 pm in the NHS auditorium. The press release will be going out the week of September 7. Herrel&#8217;s Ice Cream has made donations for sponsorship; the League of Women Voters will also be making a donation. Several community groups have also expressed hosting a table of information at the event and/or mailing out announcements to their email lists.<br />

<p>A new automation computer has been ordered and delivered. It will be replacing the old, crumbling automation computer during the September workday &#8211; Sunday, September 13.</p>
<p>Bush-I asked for a paper copy of the reapplication forms. Arrangements were made to provide them to him; however all programmers are encouraged to fill the forms out online via the VFR home page, then click on Resources / Programmer Documents.</p>
<p>Board Vacancies:</p>
<p>The October Board meeting will be the last before the new board election at the October GM. There will be 8 of 9 seats vacant. Katherine Kendall will be the only remaining board member. Persons interested in serving on the Board should email: <a href="mailto: nominations@valleyfreeradio.org">nominations@valleyfreeradio.org</a> &#8211; Bush-I, Diana C. and Andy S. will be serving as the nominations committee and work to find candidates from outside the General Membership.</p>

<p>To make clear: any meeting would count including the Workday on Sunday, September 13, any collective meeting, GM or Board meeting. This requirement is critical to the station working well as a comunity effort.</p>
<p>Shows that were denied based on a lack of meetig attendence and voluteer hours:</p>
<ul>
<li><strong>Hilltown Family Variety </strong>- the board deeply values this show, however, in order to adhear to the requirements for being a programmer, a standard must be met. Sienna is strongly encouraged to reach out to programming and the board to find a way to make things work.</li>
</ul>
<p>It was further clarified that all shows who DO NOT complete the re-application process by the October Programming Committee meeting will be considered terminated. Only those shows who complete all the re-application forms will be reviewd by the Programming Committee and the Board. As a special note, Another Perspective has completed some of the forms, but not the Re-Application form, and thus was not reviewed by the Board.</p>

			<content:encoded><![CDATA[<p>Valley Free Radio Board Meeting Minutes (August 2009)</p>
<p>August 5, 2009 – MEF Meeting Room</p>
<p>Attending: Fidel Hildalgo, Bob Gardner, Tony Shannon, Tony Udell, Bob Gutowski, Dana Prescott, Ed Russell, Katherine Reason</p>
<p>Meeting Start: 7:06 pm</p>
<p>Tony Shannon announced that the &#8216;Mailing Club&#8217; membership with the US Postal Service was due ($185/year). This allows VFR to use its Non-Profit status to send bulk mail at a discount. The Board approved the payment (4 in favor / 0 against).</p>
<p>Bob Gardner mentioned that there are a few forms relating to the State of Massachusetts that need to be filed. The forms will be filed this month once completed.</p>
<p>Any Sewell discussed the details of the Mayoral Debate event. He and David Pakman have been working to organize it. It will be held on Tuesday, October 13, 2009 at the Northampton High School Auditorium. It will begin at 7 pm, be taped for audio (VFR) and video (NCTV). It will be a debate between the two current candidates, with a panel of local persons (TBD) and moderated by Pakman. The cost from the city has not been delivered, but a verbal estimate of $300 was given. The cost will be defrayed by offering information tables to local groups (suggested donation $10) and by offering sponsorships from local businesses or individuals (suggested $50 &#8211; $100). The board aproved the expenditures. (4 in favor / 0 against).</p>
<p>The rest of the meeting was then dedicated to discussing the Reapplication Process and the most recent Programming Committee meeting that dealt with the first round of reapplications.</p>
<p>Bob Gardner provided a recap of the programming meeting:<br />
- The FAQ (written by Bob and discussed at the PC meeting) was approved (it is now posted on the VFR website under Resources/Programmer Documents/FAQ &#8211; <a href="http://www.valleyfreeradio.org/resources/programmer-documents/programmer-re-application-process-frequently-asked-questions/">link</a> )<br />
- the PC encouraged further questions about the process to be sent to the Board (board@valleyfreeradio.org)<br />
- A total of 11 programs have already reapplied (one was a syndicated show)</p>
<p>The Board reviewed the current reapplications and noted that none had met the meeting attendance requirement.</p>
<p>Fidel H. asked if non-compliance means the end of that programmer&#8217;s show. The board and those others present felt that a each programmer should be looked at once the reapply in order to get a better sense of what programmers are contributing to the station in other ways that are meaningful.</p>
<p>The Board decided to ask the Programming Committee to hold a special meeting in August to focus on the reapplications since there are only two programming committee meetings until the end of the reapplication period.</p>
<p>Tony Udell reported that the PC has proposed that the Board address volunteer hours, meeting attendance and membership dues and that the Programming Committee will confirm program logs, show attendance and any infractions or violations. The Board agreed with this proposal.</p>
<p>The Board then reviewed all the reapplications and agreed to send their comments to the PC.</p>
<p>The Board stressed the importance of the Collective Liaisons to encourage meeting attendance and to hold Collective Meetings before November 1 to allow for programmers to attend at least one meeting.</p>
<p>The Board then moved on to other business:</p>
<p>Financial: The Board approved the use of electronic payments instead of live checks to utilities. The two person approval process must still be heeded.<br />
VFR currently has approximately $5,000 in its accounts.</p>
<p>Bob Gardner then introduced a topic for the next General Membership Meeting: Pay to Play – in this option programmers who can not meet the requirements for a show (meetings, volunteer, etc) could opt to donate a set fee (part of the discussion) to the station. This programmer would give up their right to vote. Tony Udell commented that this could also work as a mandated amount to be raised during an on-air fund drive. The Board agreed that this topic needs to be brought up for discussion at the next GM. Both Bob G. and Tony U. agreed to bring those and other discussion points to the next GM.</p>
<p>The Friends of VFR (an outside organization to raise awareness and support for the station) is in its early stages of development. Frances Crow, Candice Clement, Diana Coryat and Bob Gardner are meeting this summer to discuss.</p>
<p>The Board also discussed the need to form a Nominating Committee for the upcoming Board election in October. There will be anywhere from 4 to 6 board positions available at that election.</p>

<p style="margin-bottom: 0in;">Sunday July 5 will be a tech general 	work day; the substitute show recording process will be installed; 	issues with CD player 2 will be explored</p>

<p style="margin-bottom: 0in;">Re-application process as passed by 	the General Membership at the last GM meeting will be implemented by 	July 6<sup>th</sup> – please look for an email announcement of web 	forms early the week of July 5. Programming will be the point people 	for explaining any questions about the new process. The next 	Programming Committee meeting is Monday, July 6 at 7 pm at the 	station.</p>
</li>
<li>
<p style="margin-bottom: 0in;">Programming Committee Update</p>
<p style="margin-bottom: 0in;">Going forward, Prog. Comm. Meetings 	will be the first Mondays of the month, 7 pm at the station; the 	process for new programmers is going well.</p>
</li>
<li>
<p style="margin-bottom: 0in;">Financial Report</p>
<p style="margin-bottom: 0in;">Generally in good health; some 	donations have come in; the Pulaski Park Memorial Day reimbursement 	check has been received. There are a few outstanding programmer 	fees: Treasurer (Tony Shannon) to circulate list of outstanding 	programmer fees, Board to dedcide next steps to collect outstanding 	fees.</p>
</li>
<li>
<p style="margin-bottom: 0in;">Pulaski Park Reflections</p>
<p style="margin-bottom: 0in;">The question was asked if more support 	was needed to raise VFR visibility. Bush-I commented that he could 	have used more station support.</p>
<p style="margin-bottom: 0in;">Steve C. asked why donations could not 	have been requested. (City does not allow this with this kind of 	permitted event)</p>
<p style="margin-bottom: 0in;">Tony U. asked if permit could have 	been requested to have table of information. Bush-I commented that 	City authorities told him he could not have such a table.</p>
<p style="margin-bottom: 0in;">Tony U. commented that there were no 	promotion of VFR visible other than a few MC announcements.</p>
<p style="margin-bottom: 0in;">Bush-I commented that the City needs 	to be more involved in our process to promote station. He also 	encouraged VFR to collaborate with the community group Poverty is 	Not a Crime folks towards the goal of promoting the station.</p>
<p style="margin-bottom: 0in;">Bush-I spoke about his sense of an 	undercurrent that he is acting as a maverick. He reiterates that his 	intentions and efforts are for the promotion of awareness of the 	station. He asked for comment.</p>
<p style="margin-bottom: 0in;">Generally people commented that his 	efforts are appreciated. Also agreed that if VFR commits resources 	to events, there should be more checks and balances.</p>

<p style="margin-bottom: 0in;">NEW PROGRAMMER POLICY</p>
<p style="margin-bottom: 0in;">Bob G. introduced putting policy into 	practice. VFR has 4 months to fully implement.</p>
<p style="margin-bottom: 0in;">The &#8216;renewal week&#8217; will be the last 	week of October, with the new station schedule being launched on 	November 1, 2009.</p>
<p style="margin-bottom: 0in;">Re-Application process can be done now 	(and programmers are encouraged to do so); but must complete their 	re-application by the Programming Committee meeting in October 	(first Monday in October).</p>

<p style="margin-bottom: 0in;">All forms can be filled out online and will be available under the &#8216;Resources&#8217; tab on the web page. The completed forms from each programmer will be forwarded to Programming, who will review them at each meeting. The Programming Committee will send approvals to the Board, who will then approve all shows who meet the VFR programming policy requirements. During October, programming will make any schedule arrangements as requested by programmers. The new schedule will then be launched November 1, 2009.</p>
<p style="margin-bottom: 0in;">Tony U. commented that Liaisons and Programming will flesh out the steps to help programmers understand the new process. He also commented that Liaisons should act to encourage collective participation and help out any collective members confused by the new process.</p>
<p style="margin-bottom: 0in;">Bob G. proposed setting a “Work Day” &#8211; a Board responsibility under the new policy.</p>
<p style="margin-bottom: 0in;">
<p style="margin-bottom: 0in;">Tony U. agreed that the Work Day could work out as part of the monthly Training Days.</p>
<p style="margin-bottom: 0in;">
<p style="margin-bottom: 0in;">For July, the VFR Work Day will the Third Sunday (July 19).</p>
<p style="margin-bottom: 0in;">
<p style="margin-bottom: 0in;">After that, it will be on the First Sunday (along side the Training Days).</p>

We ideally seek applicants from out side the VFR family, but anyone who feels they can help contribute to the Low Power FM  independent radio movement should feel to apply.  A Board of Director must be available to attend  one meeting per month and help advise on station policy.  Please e-mail your Bio to VFR Board Nominating Commitee:   either:  Steve Cutting  stevec735@aol.com  or  Ed Russell  ed@activeingredients.com. Current VFR members feel free to apply.
