Programming Meeting April 2nd 7pm

In Attendance: Brian Haas, Steve Curylo, Lila Wolan-Jedziniak, Jeff Steiner, Tony Shannon, and Keely Malone

New Proposals:
1)Jeff Steiner submitted his proposal for a show that would exclusively feature Local Music from MA and CT called “Mass Appeal.” Jeff has completed all of his training, his sits and is prepared to join our Tech Committee to fulfill his volunteer hours. His membership fee will be taken care of and he will begin Programming Sunday April 19th from 7-9pm

2)Brian Haas (formerly of Mothership Love) has returned to program at VFR. Brian’s new show will be the “Fantastic Incerdible Show.” He took a stack of flyers and will do publicity around the downtown Bars in Northampton and downtown Easthampton for the Fundraiser at the WWII Club. He will work more closely with the Promotions Committee in the future. His membership fee will be taken care of and he will begin program Next Thursday April 9th from 11pm – 1am.

3) Richard Moodie submitted a proposal to do a music show, some details need to be worked out, Keely will contact him.

4) David Beyer submitted a proposal to do a show called “Indymedia News Radio” some details need to be worked out, Keely will contact him.

5)Tabari Abdallah submitted proposal for a new show “Soul Alive with T.S. Abdallah”. Tabari has completed his training and his sit ins. He has proposed to program during the late night Saturday into Sunday morning. Keely will contact Tabari to get a definite start date.

6)Tony Shannon submitted a proposal for new 1 hour music show “Cacophony Broadcast Network” It is an 80′s and New Wave show Fridays 8-9pm. The show will be hosted by a computer voice personality that will most likely go by the name of “Cherry’s Jubillee” And it will begin NEXT Friday April 10th. Tony is SOOO trained and he put in 30 hours of volunteer time last month.

Schedule changes
Ed Russel, Francis Cowe and Prog Comm agree Alternative Radio should air during Ed’s 6:30-7:30 time slot until Ed is able to make a triumphant return. So Alternative Radio will air twice a week for the time being—–Andy Please Be Advised

Donn Henry has requested moving his show to Saturday Nights. Keely will be in contact to see which 2 hour slot he would like.

Demands of the Board
The Board has reminded the Prog Comm that we have NOT been operating according to the bylaws–We have 1 month to come into accordance. EACH Collective MUST elect 2 liaisons from their collective (either through a meeting in which 33% of the total collective are present OR through an email vote in which at least 33% of the collective participates) BEFORE the next Prog Comm Meeting May 14th!!! So Lets Get Organized Y’all.

Also there needs to be 2 Co-Chairs of teh Prog Comm that ARE NOT also Liaisons. Keely wishes to remain Co-Chair and has asked that the General Mmebership vote on electing Lila Wolan-Jedziniak as the other Co-Chair at the Next General Membership meeting

Lastly it was decided that NO member of the Board should ALSO be a Liaison–they are each large enough roles to be filled and too may roles leads to the type of Burnout that we are all still feeling the heat from.

Profanity:
We got a message about profanities that was probably a joke. Vincent is no more because of profanities. Issue put to rest. Standards are better. People are more aware.
Peter Sky is suspended for no shows. Knowing that folks are listening has helped people to be responsible about their shows.
If people tell us if they can’t make it and make appropriate arrangements the consequences don’t follow. People are signing in and attendance has improved.

Suzan: Coming back.. Was one of the originals. Outreach has been dismal. Decided to get more involved again. Has thoughts about how we can get more money and better known in the community. Not much publicity
Of late. Need more community involvement. Programming and outreach need to be combined again. Underwriting is a gray area right now. She feels we need to go further. We can be an outlet for community businesses. Businesses could play the station in their stores or offices. We need way to sustain session. We need the programmer fee. She recalled a friendlier atmosphere in past. Underwriting contentious. Ed agreed with Suzan’s ideas. Keely raised the issue of lack of follow through in programming that could impact underwriting. We need clear guidelines around legalities since we are a non profit. What are other community stations doing?
Staying with our mission statement may be important to folks. It’s a good idea to revisit these issues. Having this discussion will generate more interest in the station. Lively discussion ensued around involvement and follow through about decisions getting out to everyone. We need to build trust with each other. Maybe we could have day long retreat some time in February. We need to bond.
Suzan wondered about an operations committee. We don’t have an operations committee.
Collective meetings are disintegrating. Operations committee could be a great asset. Underwriting and outreach are the two main things Suzan brought to the table. All programmers need to be involved in outreach.
We need to do outreach to bring in shows we don,t now have that would be an asset.

New show proposals:
Joan lutz: for 8 shows about Laura Nyro,s music. Kick off oct 18th Joan was offered slot
Instead of doing that we need to refer to tony for training and the go from there. Been a problem with a couple of new shows. Her slot was given to Matt Alvey. Situation has bee resolved.
;Joan needs 8 weeks. Wants after 8. We can offer her 8pm on Sunday. We would like to keep Community radio Hour alive but in the short run, Joan can take the time short term until someone else can take the Community Hour time slot.
New Show proposal: Megha-weekly electronic music program. Live mix show. Wants 3-5 slot on Thursdays. Do it!
Bush I is continuing the roots and culture show to 11 am- 5 wednesday and Thursdays 1 am to 5am.
Bush I brought up reviving the grievance mediation committee to resolve issues that come up.

Work Logs: We talked about the status of programmer compliance. Frustrations were shared. The issue will be brought to the GM. We would like to support the Board in having programmers out of compliance come to Board meeting to explain what is going on for them.

No show warnings: We reviewed those who have been warned and their progress in rectifying the situation. Some official warnings issued.

Obscenity issues: There was one inadvertent instance discussed. It was pulled from the shelf and played without preview.

New Proposals:

Onawami Jean Moss, storyteller, submitted a proposal. Note: Keely will e-mail Lisa about last week’s show. Keepersd of the Word. Wants one hour show. Aimed at audiences of all ages. She was going to pre-record several shows. Start her off alternating with Lisa. Lisa runs Sundays noon to one. Eventually wants dinner time slot from 6:30-8:30 pm.
Another proposal was submitted by Lenore Bryck called “Words of Peace.”. We decided to review her disk ,d determine a slot where it will fit. Have her come to Programming committee meeting. We could run her show after the Laura Nyro show finishes. Keely will contact her.
Nicholas Simmons is proposing an economic literacy Show “Sir Simmons Show” He would like Sunday at 8PM slot. Been trained and has sat in at least we shows. Education and Social Issues Collective. Ed will contact Nicholas. We will offer him two hours if he wants it.
James Madison proposal called JM Show. Hour long show. Has demo available. Ed will listen to it
Harry Barret: ”Intimate encounters of the Real Kind”
Call in interviewees from all walks of live and orientations. Uses music as springboard. Education collective. Keely will write back asking for demo and tell him that it would fit in with education and social issues. Wants weekend slot. Needs training first.

Programming Committee Meeting Minutes 8.21.08:

Attended: Keely Malone, Alan Vogel, Bush-I Harvey, Butch Bouchard

1) New Lock Combo and Volunteer Hours

An email was sent out to the News & Politics Collective and the Arts & Culture collective about members needing to report their hours worked to their liaisons or they will not get the new combo.

Two people responded telling Keely their hours worked, and NO ONE from Arts & Culture responded.

It is unknown if an email has gone out to the Music or the Education & Social Issues yet, but all programmers will be informed by Sept 1st that the combo will be changed as of Oct 1st and only programmers who have done their hours and reported them to their liaison will be given the new combo.

2)Absentee Policy

Alan proposed a new absentee policy that states all programmer’s responsibilities (including having a show in the Back-Up folder, the possibility of a hearing for extenuating circumstances, and a possibility of a “clean slate” if no offense in 3 months. The policy includes the explanation of first offense (warning), second offense (30-suspension), third offense (termination as a programmer). The policy was approved and Keely will create form emails so that all liaisons are using the same form. These email notification will be ccd to the entire ProgComm as well as all programmer’s response. Keely will print them out and keep clear records at the station of all offenses as well as any explanations provided by programmers

3)No-Shows

There have been a large number of No-Shows over the last few weeks–nods to Tony S for his constant monitoring–All liaisons should be contacting the programmers of their collective who have either no-showed, been excessively tardy, or have before their allotted time is up. Many slots will open up once the new policy is enforced.

4)New Show Proposals

Vincent Rodriguez was given both late night/early morning slots on Weds and Thurs from Midnight to 4am to produce his show Ginseng Roots & Culture Show. It is always preferred to have local programmers over automation and so Vincent was granted both slots. If there is ever a demand for these slots from new programmers the ProgComm reserves the right to ask Vincent to choose Weds or Thurs, but that is not in the foreseeable future. Vincent has done all of his training, attended several meetings and has done multiple sit-ins.

Lenore Byrek contacted us about airing a pre recorded series of radio pieces focused on world peace and the words of Prem Rawat. Alan will contact Lenore and will screen the pieces to see if the meet non-commercial radio standards and if so we will discuss this at the next ProgComm meeting.

TRGGR–is back!! TRGGR radio will start simulcasting every Friday evening, in their old slot 8-10pm. Tony S figured out how to automate WMUA’s stream! Thanks Tony S again!! TRGGR’s triumphant return will be Friday August 29th.

Matt Alvey was approved to begin his training at VFR in hopes of programming a show on Musician’s Biographies. It was unclear if Matt wanted a 1 or 2 hour slot and so once his training is done he will be offered Mon 7-8pm or Mon 11pm-1am.

CHANGES concerning current programmers

Lisa Depiano is switching Once Upon A Time to every other week. So starting August 31st there is an open slot Sundays noon-1pm every other week. Keely will clarify if she is programming the first third and fifth Sundays or the second and fourth–see future comments for clarification. Bush-I has been speaking to an African Storyteller about joining the station and will encourage her to share this slot with Once Upon A Time.

Johanna Halbeisen is moving Sing About It to the slot formerly known as Jesse Molina’s Overlap Sundays 4-6pm, thereby freeing up Sing About It’s old slot Saturday 2-3pm, and giving Johanna the 2 hour slot she desires.

5) Trainings

Many new programmers have been having a hard time getting responses about VFR trainings. We have already lost two important new programs of voices NOT represented on VFR due to lack of follow-up and communication around trainings. Solution—we need MORE people willing to do basic trainings for new programmers. The ProgComm is currently searching for seasoned VFRers who may be able to decant Tony U’s brain and create a training model in which the responsibilities can be shared. Volunteers should contact vfrprogramming@gmail.com

ProgComm also discussed the need for refresher and advance trainings for seasoned programmers, specifically Bush-I requested an advanced computer training and Butch requested a follow up PSA recording training. Any volunteers or ideas for other advance trainings? email vfrprogramming@gmail.com

6) Alan’s Profanity Proposal wasn’t presented at the last board meeting as Bush-I was out of town, but it will be presented next Board Meeting Sept 3rd.

7) Butch tried to meet with Richard Moonie and Jay Chase about trying to build a remote board fro VFR to broadcast live, on location. The meeting didn’t happen, anyone interest in helping with this project should email bbouch24@gmail.com

8) Democracy Now! is broadcasting for 2 hours during the conventions, but the ProgComm decided that we wouldn’t displace local programmers nor mess with FSRN underwriting. If renegade studio managers want to put the second hour in late night then they can feel free, but we won’t be shuffling everyone around

The next Programming Committee Meeting will be THURS 9/11 at 7pm at the station

so that we can learn how to log all programmers volunteer hours

The new obscenity policy was reviewed. The new policy distinguishes between intentional and unintentional obscenity violations. It also allows for immediate removal of all programming privileges if the violation is malicious in its intent, but also gives space for an unintentional slip up to be removed from a programmer’s record after 90 days. The policy will be reviewed at the next board Meeting–**Board please be advised and add this item to the next board meeting agenda.

2) New Attendance Policy

A new attendance policy will be written and presented at the August Prog Comm meeting. The new policy will distinguish between intentional blow off, and unintentional error/emergency/illness and will also have a 90 day cleanse of all old infractions.

3) Look Park Fundraising Event

Each Liaison was given a copy of Bush I’s letter to distribute to their collective members to solicit donations from local businesses. All programmers are encouraged to solicit funds, donations for a raffle, or a discount offered to VFR members.

4) People Going Over Their Allotted Time

One issue that has come up is people going over their alloted time thinking they are "filling in" until the next programmer arrives. This seems kind, but in fact this has meant that at times, programmers have prerecorded and automated a show that doesn’t get played for gets run over when the previous programmer doesn’t switch over to automation at the correct time.

NO Programmer should go outside of their alloted time, unless they are the official substitute DJ for that slot, or unless they are the closers of the program day–it was by Prog Commdecided that live dj is preferred in a late night to automated music. AND all programmers (or studio managers) should be checking off "automated" in the Red Log Book in the studio so the programmers can see taht there is in fact something to follow their show.

The issue was also raised that some programmers are inserting their shows themselves into automation–these programmers have been warned.

6) New Programmers Check List

Linda created a card that New programmers need to get filled out before they are approved to be on the air. The cards will be distributed at Tony U’s trainings and will be turned in to liaisons upon meeting all requirements. Trainers and programmers that do sit ins will sign off on the cards to confirm all has been done.

7) Advanced Training

1) New Obscenity Policy

There is interest in compiling a schedule of advanced trainings for DJs who want to spruce up their skills. Anyone who feels able to run and advance (or reminder) training please contact the Prog Comm 2 vfrprogramming@gmail.com–come on–stop getting mad that people are doing things wrong and start teaching them how to do it right!!!

Absent with excuse: Tony Shannon and Alan Vogel

I. Website

Bill Weye would like as many programmers as possible to blog on the new site. Please ask your programmers to participate and let them know that Bill has sent out the “how to” email several times over the announce and discussion list (on 4/29 and again on 5/10)

II. New Proposals

A. Leif is interested in a night slot to produce a show which will feature music such as Drum and Bass interwoven with various interviews. He will get first pick of the following slots as he has already been to all trainings, a general membership meeting and is currently working on fundraising. He is being offered Sat 6-8pm, Sun 10-Midnight, Mon, Tues, or Weds 11pm-1am.

B. Mav is interested in producing a World, Soul, and R&B Music show. We are going to offer her the Diversity in Motion (update on Diversity in Motion in Item IV) slot alternating every other week with Words Soul and Power Fridays 1-3pm.

C. Ivan and Antonio would like to produce an early 90′s Hip Hop show. They have attended all trainings and are being offered whatever slots Lief doesn’t pick from the Sun 10-Midnight, Mon, Tues, or Weds 11pm-1am choices.

III Schedule Changes

A. Active Ingredients will move to 6:30-7:30 and Sprouts will play 7:30-8pm on Mondays

B. Americana Shack is switching to Wed 2-4pm and Relatively Beyond is switching to Thurs 1-3pm

C. Say What! is expanding tp a full 2 hour show Thurs 3-5pm

D. The Nightclub is switching to Sunday 8-10pm as of June1st

E. Sings in the Night is taking the Nightclubs old slot Sat 8-10pm as of May31st

F. Mass Transition is moving to Sat 10pm-Midnight as of May24th, as we haven’t even received an acknowledgment or an explanation from Mike Dumont (who previously programmed in this slot, and is currently on suspension for numerous station policy violations)

G. Tony Udell will begin playing Geurilla/Commie music in the hour before his show on Johana’s off weeks as he believes he loses listeners when automation kicks in for that hour every other week. He will gladly stop doing this if and when this slot is filled.

IV. Attendance Problems

A. Raul Matta has not programmed Diversity in Motion for at least one month. The attendance Policy has been sent to him, but Megha has yet to receive any explanation. If nothing is heard and an additional show is missed, the 30 day suspension will take affect.

B. Jay Borgess has contacted the committee to say that he cannot do his show for the foreseeable future. He has asked that we hold his spot. It was decided that the slot would be held for Spanish Language programming and that Spanich syndication would run. We are hoping to find a fluent Spanish speaker to record a PSA that will play in that slot recruiting Spanish speaking programmers. If the slot is filled we will work with Jay in the future to find him a new slot. If it is not filled he can submit a proposal to come back to the station.

V. Non-Commercial FCC Regulations

A. Keely raised the issue as she has heard a couple of violations on Glen Brooks show Vibrant Living. All programmers are to be reminded that they CANNOT give out the price of ANY product or service. It was also requested that plugs of websites or books be limited to 1-2 times and always presented as a reference-Not a commercial. It was also requested that programmers NOT plug programs that they have on other local station, as this detracts from VFR listenership. Keely will email Glenn

VI. Board Report Back

A. The new lock will go into effect MAY 17th. All programmers should contact their liaison to get the new code.

B. Fidel has created a final list of all programmers and what their assigned job is! It will be emailed to all liaisons. There has been Board discussion as to how we know if people are doing it? There has been research on costly software that could track work done, but Eddie suggests a good ‘ol pen and paper–Work Log where people sign off on what they’ve done.

The next Programming Meeting is Thursday June 12th at 7pm at the station.

January 2008 Programming Meeting Minutes

1) There are currently NO trainings for new programmers/new VFR members
a) Until we can get regular open houses happening again the Programming Committee will email the liaison, and the liaison will find someone within the appropriate collective to mentor/train new people.
b) There is a definite benefit to having an official open house because Tony gives a great schpeel about the history of VFR and our mission statement (Correction we found out that Tony WAS and STILL IS doing open houses Every First Sunday of the month–he didn’t do ONE in December–proof how ill the “telephone” game can be!!)
c) In the near future we may create a member handbook that includes the history and mission information

January 2008 Programming Meeting Minutes

b) There is a definite benefit to having an official open house because Tony gives a great schpeel about the history of VFR and our mission statement (Correction we found out that Tony WAS and STILL IS doing open houses Every First Sunday of the month–he didn’t do ONE in December–proof how ill the “telephone” game can be!!)
c) In the near future we may create a member handbook that includes the history and mission information

2)The new program proposal applications are now available online and in hard copy in the studio. a) One new addition maybe to ask new people what they would be able/willing to do for their volunteer hours

3) An ad went up on Craigslist asking for volunteers and people have been responding. We need a “Volunteer Coordinator” to create a centralized list of tasks and people.
a)Ideas for what volunteers could do: flyer, pass out stickers, screen music CDs for FCC violations, Stand in busy intersections with signs that read “Are you tuned in to 103.3 Valley Free Radio?”, solicit performers that come through town to record station IDs, record PSAs, staff the studio (answer phones)
b)Megha and Josh (Chairs of Programming Committee) have finalized the new schedule and so flyers with up to date schedules can now be made. It was also suggested that Collectives make flyers highlighting their Collective’s shows

4)It has come to our attention that people are not showing up for their show and/or not signing the LOG Book!! The Log Book is a FCC regulation. If you haven’t signed we will assume you didn’t show up and the procedure for No Call/ No Show will ensue (see item #9 below). Even if you automate your show YOU MUST SIGN the LOG BOOK!!

5)There was discussion about creating a monthly VFR newsletter (for our listeners/donors) each collective will be responsible for writing one paragraph-any budding journalist amongst our N&P Collective???

6)There was a lengthy discussion about whether the schedule should be Blocked or Not Blocked (meaning like programs run in similar time slots all week long)
It was concluded that Block Scheduling has been abandoned in the recent months but that the Programming Committee will begin to slow work back towards Blocking with new program proposals but that NO existing show will be shifted around.

7)Democracy Now will not be shifting to 5pm, due to listener feedback and the fact that FSRN isn’t available until after 5pm. It was decided that DN pulls listeners in earlier in the day and hopefully they stay tuned in into the evening.

8)If any current programmers need/want to change their time-slot they should contact their Liaison
All schedule changes will be approved at the Programming Meetings.

***9) The official VFR Policy around missing your show is as follows:***
If you miss/skip 1 show you can have your slot revoked!!
This means that you MUST find a programmer within your liaison to cover for you, automate a previously aired show, ask someone to automate something on your behalf.

Remember NOT signing the LOG BOOK will now be assumed as a missed/skipped show!!

10) oh yeah and the combination will be changed as of Feb 1st email me for the new #s (a few of you have already, but I fear many of you might be out in the cold!!)

Programming Committee minutes April 10th 2008

In attendance: Megha Arraj, Eddie Kennedy, Tony Shannon, Leila Wolan, Dave Kopacz, Butch
Bouchard, Steve Cutting.

Absent without contact committee: Katherine Reason, Derek Goodwin, Paolo Mastrangelo,
Joshua Vrysen (has since resigned from vfr)

I) Scheduling
A. New Shows
1)Jay Chase has been given a late night Rock slot 11pm-1am Thursday into Fri am. Eddie
will contact him and let him know that he needs to do his sit-ins and volunteer hours.

2)Genevieve Belleveau was given the Weds 2-4pm slot and will start next week (4/16/08)

3)Richard Mooney was approved to have a music Show entitled My Left Drawer Sunday Mornings
at 7-8am (Richard later decided he didn’t have time to do this new show)

4)Dave Kopacz was approved to begin programing Red Pill Politics Sat 3-4pm starting May
3rd. Dave would like to work on fundraising to fulfill his volunteer commitment. Dave
will be taking the slot formerly filled by the Politics Forum, who are no longer
programming with us.

5)Luke Kopacz was approved to begin programming Wolfgang’s Rock Buffet during the time
4-5pm Sat slot to preserve that slot as Youth programming. Luke will also begin
programming May 3rd. Luke and his brother David Jr are technically minded and would like
to help out with tech support.

6)Jay Wolf was approved to return to Sat midnight into Sunday 4am. (later when Jay was
approached about the mic tax that he didn’t pay last time he was a programmer-he decided
that he didn’t have time to program a show and withdrew his proposal for return)

7)Butch Bouchard entered a proposal of a show that he intended to produce with Walter and
Leila. The show would be a re-airing of local produced music shows for a local cable
company. Leila had some concerns that Walter wouldn’t be able to produce the material
for the show in a timely manner. The Programming Committee asked for the proposal to be
tabled until Walter could come to a meeting and make a commitment to producing the show.
Butch withdrew the proposal.

B. Moving
1)Steve Cutting has moved his show to Tues 2-4pm and hopes to play a fair amount of World
Music as well as speak about local news/political events.

II) Balancing our Music programming
A. Megha did a little math and discovered that we have over 20 hours of Rock programming, 8
